A study by the Thomas B Fordham Institute reveals that while the bottom 10% of students are gaining ground in achievement, the top 10% are making minimal gains. The study also shows that this trend is not new to NCLB, but has followed from previous school accountability schemes as well.

Teachers are being forced to spend a majority of their attention on lower-achieving students, against the desire of 86% to provide equal attention to students.
